A Ministerial Session of the inaugural Permanent Joint Commission for Cooperation (PJCC) between Ghana and Sierra Leone was on Thursday, 23rd April, and concluded with a signing ceremony of six (6) Memoranda and one (1) agreement.
This was held following technical sessions with representatives from both the Ghana and Sierra Leone teams after a meeting between President John Dramani Mahama and President Julius Maada Bio in 2025.
Ghana’s Foreign Minister Honourable Samuel Okudzeto Ablakwa (MP), in his opening statement, described the PJCC as a prospect given to both countries to interpret the long-standing diplomatic relations into tangible cooperation.
He emphasized that Ghana, on its part, will guarantee the implementation of the agreement and memoranda of understanding with active follow-up in ensuring that outcomes are translated into concrete benefits for citizens of both countries.
Highlighting the significant areas of collaboration, which include agriculture, energy, defense and security, health, trade and investment, Minister Ablakwa said the sectors chosen for the cooperation offer great chances for job creation, and more.
Delivering her statement, the deputy minister of Foreign Affairs of Sierra Leone, Mrs. Francess Piagie Alghali, expressed Sierra Leone’s assurance to further deepen teamwork with Ghana.
Minister Alghali said the signing of the Permanent Joint Commission for Cooperation (PJCC) actually replicates the collective dream of the astute leadership of both countries to transform historic relations into a dynamic and mutually beneficial partnership anchored in solidarity and development cooperation.
The Ministerial Session was topped with the signing of six (6) Memoranda of Understanding and one (1) Agreement in Defence/Military Cooperation; Understanding Electric Power Development and Management; Intelligence and Security Cooperation; Cocoa Sector Development Cooperation; Political Consultations; Cooperation in the field of Tourism, Culture and Creative Arts; and Cooperation in the field of Health.
The Co-chairpersons, Minister Honourable Samuel Okudzeto Ablakwa (MP) and Deputy Minister of the Ministry of Foreign Affairs of Sierra Leone, Mrs. Francess Piagie Alghali, representing both countries, promised continued engagement, effective implementation, and proper monitoring of all that was agreed upon during the technical sessions.
Sierra Leone’s Delegation was led by the country’s Deputy Foreign Minister, Madam Francess Piagie Alghali, and it included the Director General of the Ministry of Foreign Affairs and International Cooperation, Alan Charles Logan, and a team of technical members drawn from different Ministries, Departments, and Agencies.
Accompanying the team was High Commissioner, Mohamed Hassan Kaisamba, who played a supportive role alongside his counterpart in Sierra Leone and the diplomatic staff of the Sierra Leone High Commission.
